1.1. FHYC PHRF Racing is governed by the rules as defined in the Racing Rules of Sailing (RRS) and the rules of PHRF-LO. All Divisions will be scored using the PHRF-LO handicapping system and the Time on Time scoring method.
2.1. Owners may enter a competing yacht by:
2.1.1. Complying with US Sailing and USCG equipment requirements, and
2.1.2. Obtaining a Current PHRF-LO Handicap Certificate, and
2.1.3. Assuring that the skipper and crew have sufficient skill to safely participate.
2.2. Prior to the beginning of the sailing season, each yacht shall submit to the Racing Chairman a signed registration and release from liability form, and a copy of their PHRF-LO Measurement Certificate
2.3. Every yacht wanting to race must maintain liability insurance with a minimum of $300,000 in liability coverage.
2.4. Failure to comply with the conditions of entry will result in the yacht not being scored.
3.1. The Season shall consist of three series as follows:
3.1.1. Spring Series: May 16th – June 13th
3.1.2. Summer Series: June 20rd – August 8th
3.1.3. Fall Series: August 15th – September 12th
4.1. There shall be two scoring divisions: A Spinnaker Division, and a Non-Spinnaker Division.
4.2. The Class Flag for the Non-Spinnaker Division shall be numeral pennant one (1)
4.3. The Class Flag for the Spinnaker Division shall be numeral pennant two (2)
5.1. Scoring will be in accordance with the Low Point System of RRS Appendix A. Except that a boat's finishing place will be determined by her corrected finish time using the PHRF-LO Handicapping system including the PHRF-LO Time on Time scoring method. This changes RRS A4 and A9.
5.2. PHRF Divisions shall be scored independently of each other.
5.3. A Vessel shall only be scored in one (1) division per series. A vessel may switch divisions between series. If a vessel chooses to switch divisions between series that vessel will not be eligible for an overall Season score.
5.4. A boat’s total Series score will be based on all of the races scored in the series except as modified by sections 5.5 through 5.8.
5.5. In each series, each competitor’s worst finish shall be dropped
5.6. If a competitor is unable to sail because they are delivering their boat to, or competing in a PHRF-LO event, they shall receive the average of their scores for the entire series as their score for the race(s) that they were unable to compete in.
5.7. Points for DNF, RAF, OCS, TLE and DSQ will be one more than the number of boats that completed the race
5.8. Points awarded for a DNS will be one more than the number of boats that are registered for the series.
5.9. If a boat has entered any races in a series she shall be scored for the entire series.
5.10. A boats Season score will be based on her place in each of the three series. The Summer Series will be weighted 1.5x for this calculation.
6.1. Awards will be granted to the top finishing boat in each Series.
6.2. Awards will be granted to the top three finishing boats for the Season.
6.3. Boats must compete in at least one third of the races scored to qualify for an award.
7.1. Protest Committee duty assignments shall be as determined by the Racing Chairman as necessary.
7.2. No member of a yacht’s crew involved in a protest shall be assigned Protest Committee duties.
8.1. It is recommended that each participating boat conduct at least one MOB drill during the season.
